While marketed as cost-free to join, implementing PCP\u2019s milestones can cost municipalities between&nbsp;<strong>$7 million and $192 million<\/strong>, diverting resources from local priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, critics highlight a lack of transparency in these programs. Proponents often fail to inform councils that the<strong>&nbsp;<\/strong><strong>FCM, ICLEI, and the Government of Canada have waived liability<\/strong>&nbsp;for any financial or legal consequences, leaving municipalities fully responsible for the risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advocates are calling for a CAO who values transparency, ensures informed decision-making, and avoids costly commitments without thorough analysis.
