With the province announcing construction of what could become <em>Canada\u2019s largest BESS facility<\/em>, and with multiple municipalities (including South-West Oxford) being approached by private developers, residents are asking a simple question: <em>Why is no one talking honestly about the risks?<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The provincial message is clear: battery storage is needed to stabilize the grid as demand rises. But lithium-ion storage doesn\u2019t create new energy \u2014 it simply pulls electricity from the grid when demand is low and pushes it back when demand is high. The benefits flow to the electricity market and the private developers. The risks stay local.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Growing Concerns \u2014 and Dismissed Questions<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">At <a href=\"https:\/\/pub-oxfordcounty.escribemeetings.com\/Players\/ISIStandAlonePlayer.aspx?ClientId=oxford&amp;FileName=New%20Encoder_Council%20Meeting%20-%20Oxford%20County_2025-10-08-09-29.mp4\">Oxford County Council\u2019s Oct. 8 meeting<\/a> (timestamp 3:30), councillors Deb Gilvasy and Phil Schafer raised concerns about fire safety, lingering health effects, water contamination, and evacuation needs for nearby facilities \u2014 including Woodstock Hospital and Woodingford Lodge. The answers weren\u2019t reassuring. Councillors described the response to safety questions as inadequate, yet the project was still pushed forward, with only Gilvasy opposing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Residents want transparency, not blanket claims of \u201cno risk.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Provincial Momentum, Local Pushback<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.theepochtimes.com\/world\/ontario-starts-building-canadas-largest-lithium-ion-battery-energy-storage-project-says-it-will-bolster-power-grid-5943963\">Epoch Times<\/a> recently highlighted the province\u2019s rapid expansion of BESS sites, framing them as essential infrastructure that will \u201cbolster the grid.\u201d But missing from articles like this \u2014 and from many government announcements \u2014 is a full accounting of the risks, costs, and long-term responsibilities that fall on municipalities and residents. Decommissioning plans, firefighter training, environmental impacts, and health risks are all still question marks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Oxford isn\u2019t alone in raising concerns.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>First Nations Are Facing the Biggest BESS Push Yet<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Ford government has announced major energy storage projects across Ontario, including the largest cluster yet on lands affecting First Nations communities \u2014 without providing transparent, independent risk assessments. Communities that have faced decades of environmental harm are again being asked to bear the highest burdens.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Independent Analysis Is Filling the Gap<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">While provincial and corporate messaging emphasizes benefits, independent reviewers are sounding alarms. Two recent KICLEI briefs lay out clear gaps in oversight and planning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/kiclei.substack.com\/p\/municipal-oversight-brief-bess-risks\">Municipal Oversight Brief \u2013 BESS Risks<br><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/kiclei.substack.com\/p\/new-kiclei-report-what-every-council\">What Every Council Should Know Before Approving a BESS<br><\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Both point to the same conclusion: municipalities are being asked to approve projects without full information, independent risk studies, or accountability.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>This Is the Moment for Residents to Speak Up<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">South-West Oxford councillors need to hear from the people who will actually live with this project. Before zoning changes, contracts, and provincial deals move any further, residents deserve:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>clear safety data<br><\/li>\n\n\n\n<li>transparent fire and evacuation plans<br><\/li>\n\n\n\n<li>independent environmental analysis<br><\/li>\n\n\n\n<li>answers on decommissioning costs<br><\/li>\n\n\n\n<li>honest discussion of who benefits and who bears the risk<br><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If you\u2019re concerned \u2014 or even just unsure \u2014 now is the time to reach out. Email your SWOX councillors, attend meetings, and ask the questions that still don\u2019t have answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The province may be rushing ahead, but South-West Oxford doesn\u2019t have to sleepwalk into a project this big.
