Norwich Council Approves Motion on Oxford County Climate Information

We have an important update regarding local oversight of climate initiatives in Oxford County.

At last night’s Norwich Township Council meeting, Councillor Karl Toews brought forward a motion requesting transparency from Oxford County regarding its involvement in the Federation of Canadian Municipalities (FCM) Partners for Climate Protection (PCP) program. This includes information on greenhouse gas inventories, reduction targets, local action plans, and progress monitoring, along with associated costs.

The motion was initially challenged by mayor Jim Palmer, who argued it was out of order on the basis that councillors can only request information from their own township staff, not the county. Councillor Toews appealed this ruling, and the council voted on the appeal. The appeal passed by a 3-2 vote, allowing the discussion to proceed.

Following the debate, the motion itself was put to a vote and passed with a 3-2 result:

  • Yea: Councillors Toews, Gear, and Couwenberg
  • Nay: Mayor Palmer and Councillor DePlancke

This outcome ensures that Norwich Township will formally request the county to make public detailed information about its climate initiatives, promoting transparency and accountability. It’s a clear example of local representatives standing up to ensure residents have access to the information they need to understand how major policies affect their communities and pocketbooks.
