Norwich Township Urged to Prioritize Local Autonomy in Hiring New CAO

Norwich Township, ON – With the recent vacancy in the Chief Administrative Officer (CAO) position, community members are urging Norwich Township Council to prioritize hiring a leader committed to transparency, fiscal responsibility, and local autonomy.

Concerns have been raised about the influence of global frameworks like the Partners for Climate Protection (PCP) program, spearheaded by the International Council for Local Environmental Initiatives (ICLEI) and the Federation of Canadian Municipalities (FCM). While marketed as cost-free to join, implementing PCP’s milestones can cost municipalities between $7 million and $192 million, diverting resources from local priorities.

Additionally, critics highlight a lack of transparency in these programs. Proponents often fail to inform councils that the FCM, ICLEI, and the Government of Canada have waived liability for any financial or legal consequences, leaving municipalities fully responsible for the risks.

Advocates are calling for a CAO who values transparency, ensures informed decision-making, and avoids costly commitments without thorough analysis. They emphasize practical, community-driven alternatives like soil regeneration, pollution prevention, resources conservation, rotational grazing practices, as well as tree planting, reuse-it centers, and local farm and food programs.  (https://kiclei.substack.com/p/empowering-municipalities-to-question). These initiatives will address environmental concerns without relying on costly, unproven technologies or policies that push population growth from rural areas into urban, high-density housing aligned with “15-minute city” development.

Council has a real chance to align local governance with what matters most to residents: actionable solutions that prioritize local needs, while resisting global agendas aligned with international investors.
